No decoding or letter/number substitution is necessary to solve this. The sounds are signals to help solve it, but the music is (I believe) just background music. Play with it, pay close attention and make note of the things that happen depending on what you do with the clock hands.

Maybe someone else has, but I found no pattern or meaning to the solution.

No, the puzzle is not tied to a particular time. When you get the flashed number, make note of the numeral and where the hands are. This tells you something significant. Also, what happens when you stop the hands, but DON'T see a flashed numeral?
