Don't think anyone has touched on this yet.
Spoiler (Rollover to View):
We were supposed to send museumgirlll an email with sound barrier in the subject line. The man who first broke the sound barrier was Chuck Yeager, who also had a tiny part in the film The Right Stuff as well as being played in the same film by Sam Shepard. I tried some variations on his name and character's name, but not exhaustively.

Already tried that one, both caps & non.
Edit: Here's a followup tweet answering a couple of questions I had asked.
"PWs will be lower-case from now on (which doesn't mean there won't be proper nouns). And yes, "homage" applies to Locked #4"

Had hoped it had something to do with http://www.npr.org/templates/story/story.php?storyId=94332520 but I've tried everything I could think of and it didn't work.

She twittered something about the clue being an "homage", so maybe it's a failed reenactment of the mercury 7 launch? I s that a thing that happened?

I think she means a homage to the book/movie. This one WILL be harder, given I haven't read / seen it.

Think "homage" made me remember Deep Space Homer , a Right Stuff parody which "astronauts watch at the International Space Station".
OT-Zobot, Tom Wolfe is said to have hated the movie from his book but I <3 it and the sound track is super.

Deep Space Homer might be a good avenue to pursue. What if "homage" is a hint in more ways than one? Good thought, Amandel!

I'm going to break down my thought process on this, maybe it will help me and maybe it will help others. If nothing else someone might see where I went wrong and correct me.
They wish they had "The Right Stuff."
"The Right Stuff", having capitalization and in quotes, sticks out. From what we can tell, it refers to the movie by the same name about the Mercury 7 Astronauts, the first Americans in space. The movie was based on a book by the same name and the term "the right stuff" is used the describe the unidentifiable quality that makes astronauts able to do their job. It probably has nothing to do with the Wright Brothers.
"They" indicates that the answer is the name of a group/plural.
The "wish" part seems to indicate that the group wants to have the right stuff, but doesn't. They probably failed in space flight or something space related.
Think "homage" (this one won't be easy to find)
"Homage" means a tribute or, in some cases, a copy. Either way, respect is implied. This means it's NOT the Soviet space program as I originally suspected.
So I'm pretty much down to looking for two possibilities.
A tribute to the Mercury 7 that went horribly wrong perpetrated by misguided fanboys.
Something farcical from Pop Culture. (This has problems because the phrase "The Right Stuff" is used in almost EVERY space movie ever)

Since Yeager was so heavily featured in that clip, I suspect it revolves around him.
This site seems like an homage to him: http://www.chuckyeager.com/
Then again, the answer might just be hidden in the clip and I'm wrong. I don't have the energy to go through the site, and to be honest a feel like I'm grasping at straws now, but I thought I should post it just in case.

Probably unrelated but coincidental.
So far we have had a Black Jack and a picture featuring 21.
Casino blackjack features 5 or 7 players and the minimum hand for the dealer is 17.
Just an idea.
*Edit for epiphany*
Take the 21 and flip and rotate and you get

What probably non existent Airforce base springs to mind when thinking about experimental military aircraft.
