 		Since I'm doing nothing right now besides constantly refreshing the Marble Hornets twitter...I solved the puzzle. I don't have any photo editing programs, so I printed it out and cut and pasted, old school. I'm hardcore. There are a few bits that I couldn't find places for, so maybe someone else can do a better job than I did.

I put it under spoiler tags in case anyone else wanted to try to solve it (let me know if this isn't necessary...I'm fairly new to the forums).

A report was filed on 4/15/08 concerning the welfare of one JACK [handwritten note: ANDERSON; 19] REDDING who was a suspected victim of stalking. Several *local law enforcement officers were dispatched to escort the boy home and observe, but no offenders were found. The parents of the victim reported further incidents of JACK's distress regarding a TALL MAN IN A SUIT WITH LONG ARMS [circled with a line drawn down to some lower portion of the page, which has been torn off] and no other distinguishing characteristics.


Officer JOEL SELZNICK [handwritten note: Lt j 19**] was dispatched on 4/16/08 and began investigating. Selznick believed the case was related to the Bay Stalker killing and planned to protect JACK at all costs while searching for further details pertaining to the case. Selznick unfortunately found no concrete leads on the suspected stalker despite JACK's insistent and continuing fears.

On 04/19/08 [page tear; likely "Selznick"] found the sy- [page tear ends this line; text continues on next line]

* Here in the left margin is a number which is either a 17 or a 19 with a very tightly closed loop on the 9. A line is drawn from the number to nothing in particular, ending under the word "offender". It does not connect with the circled words, but is not far from it. The words "Tall man..." is 22 letters, so does not fit the 19 pattern.

** Editor's guess. The "Lt" could be an oddly formed 4, and it is not clear what j 19 means. [EDIT 02/29/12: with more handwriting samples now available, the "j" may be a semicolon and not a letter]

 		You know what, I'm confused now.
I'm guessing that Selznick was a local police officer where Jack lived in 2008, since he's mentioned as a Lieutenant and is conducting local interviews and investigations. The FBI organization for field agents doesn't use "military" ranking organization like the police, it's a lot more beaurocratic in organization.

The Redding File blog is supposed to be run by a guy named Jim Drake, who works at the FBI. Of course, he's doing clerical work and apparently isn't actually a field agent of the FBI; so he's conducting an unofficial, unauthorized investigation.*

Yet at the top of the iliketrees blog (and the black13 twitter), Joel Selznick is noted to be the main investigation lead, presumably with the FBI. However, according to what the Redding File suggests, Selznick's investigation was basically mothballed before any of us got involved with the iliketrees blog or any of this stuff. So, why was the blog & twitter (apparently) shut down in 2011/2012 by the FBI, three to four years after the investigation began and some time after it was apparently shut down?

*And there's a question of whether or not Drake is even a acting FBI agent or a contractor or just some civil service sclub working in records and just happens to be taking confidential investigation materials home. I'm feeling a little bit of unreliability on the part of Drake.

So apparently Selznick used to be on the police force in the town where Jack lived, and even back in those days (which seems to be a good amount of years ago, since he said he's been at Quantico for a while) there were weird time flux issues.

 		Well the picture is obviously some kind of face, since there's an unwarped eye at the far left. I also agree there appears to be a blurred word on the left of the photo, but I can't make it out either.

Weren't we given an imgur address previously when this started? Or am I getting my ARGs mixed up (it might have been FindTheRoom that did this).

I can't make sense out of AN/PW on this just yet...

EDIT: yeah, we've seen imgur.com used before; it's back on page 3 & 4. Ironically, I was the one who found it... Anyway, I tried putting in "http://imgur.com/PWselznick" and "http://imgur.com/ANblackthir13en" and nothing came up. 404 error anyway.
