This last sentence seems like an odd response to Herzog's question. Why does McKaskill mention needles? Can someone fill me in?

The last time I saw anything posted on the forums about needles was back in July in Melissa's Monologue, here:

Needles refers to the induced coma for Treason.
It's mentioned in the latest Rani wavs.
