The long and short of things is if that u from youtu.be is missing in the original ENCODING we don't know what else is missing making decoding it nearly pointless. It may be that that interference with the message damaged the original message. It would not render the puzzle unsolvable but it makes it HELL OF A LOT LESS LIKELY SOMEONE WOULD SOLVE IT.



The second part of the URL could be encoded a second time but for the life of me no keys, shifts or combinations thereof that I've tried have worked. Now I confess, this is the kind of puzzle that gets me off. But I'm... lost.

Locke and I were goofing off in the TC and decided to give this puzzle a try. There are two Caesar shifts as far as we can tell. The first one is used only for "Ryqfiv█ " which when shifted in ROT-22 reads "Number█"
Doc's been seeing numbers, so we guessed the black box was an s.
"Numbers" as a Caesar key gives "Ht█p:█/yotu.be/suo8orapbgi" which looks correct apart from the missing U. When the U is added, the URL is still broken. Maybe a private video?

It is possible that the URL was intentionally broken to emphasize the transmission corrupting, but it doesn't look like there's anything more we can do currently (we tried mixing and matching the different shifts, but no dice)
