Atemys, Judging by the handwriting I think where you have a second 9 in the top row that should be a lowercase g in the cipher symbols.

Best guess so far

Using symbol substitution and control 9 as a starting point I have
Control 9 inbound africa station tango 7. Provide reuer 4 security detail 7412 - 7912
Assuming same symbol for u and v as in some ciphers.
If 7412 is an American date shorthand this goes down in three days.

Made this for yucks last year when my house was a mess from water damage. And before you get all "the special effects suck" on me, it was just three of us, too many Coronas, and whatever we had on hand. And too many hours playing Call of Duty.

Anybody know of a hotel chain that has shiny Keurig coffee makers in the rooms?
From their website they seem to primarily operate in the US and Canada.
