Atlas

A listening post, a station, on Atlas is pointed toward something that we'd consider intelligent alien life if we were reading about it in a science fiction novel based on the Wow Signal. 

This station could have "been built and forgotten". As rempas pointed out, the style of the blueprints for the station looks extremely dated. In a conversation with Lisa, where they were referring to both Atlas the planet and the myth, Amandel reported that Lisa commented that Atlas was punished and deserved it.

We don't know any more about Atlas' past but could surmise that -

1) Earth became aware of some sort of signal.
2) A listening post was built on Atlas to monitor it.
3) Something happened on Atlas that was beyond our control, otherwise we'd have stayed there without having to punish anyone/thing.
4) It was abandoned, nuked, buried or punished in some way.

That implies that whatever our actions were on Atlas, they were part of a plan, a mission, that there was an unexpected and uncontrollable reaction of some sort and that our only choice was to be extremely aggressive, to apply "punishment".

And then Atlas lay dormant for a very long time, long enough to be forgotten.

Eventually, Horizon become aware of it's existence and are either going there or have already arrived. If that was in order to initiate something, they learned of the station and want to execute the original plan or something, then they could have woken up some very old, malfunctioning systems or strange alien entities. However, if Horizon's occupation of the station is in reaction to something then their reminder of Atlas' existence was an eye catching event. After a very long time, something was/is taking action on Atlas. 

Whatever the case, it could mean that the station on Atlas is comparable to the Discovery One in the film 2010, they were both placed deep into space to search for something but instead were found by something unexpected and are now being revisited.

It's very likely that the station was recently re-discovered. As NekoHunter pointed out, Horizon filed the planetary claim 05/01/2275. If something interesting enough to claim a planet is possible or happening at this station, Horizon would have made that claim as soon as they realized it. If so, they found the value on Atlas during 04/2275, about 17 months ago.

I don't know how long it'd take Horizon to plan a voyage and get to Atlas but they could have already been there long enough to reignite the events that took place pre-punishment.

If LISA's strange behavior has something to do with ALICE...

Both Alice and Lisa work for Horizon. It looks like Alice is a shipboard A.I. which, if Atlas has already been revisited, could have been in contact with the listening post's systems. ALICE could be compromised.
