Taking out Element 4 was to be a simple action, the operation was to send a team of elite Agents out to terminate Element 4. After supposedly terminating Element 4, and taking the body back to headquarters, 3 hours pass and an autopsy had begun, when Element 4 revived itself, and killed half of the localized Agents.
The only way the agency found to subdue Element 4 was to put it in stasis until a more efficient purpose for the element was found.
