Okay. Copyright 101 time. This may not be an exhaustive explanation, but it suffices for this purpose.

Does Victor Surge have copyright over the images he created? Yes. That's the default state of a "work" within the boundaries of US Copyright Law.

Does Victor Surge have copyright over the Slender Man character? Possibly. Copyright is less clear when it comes to concepts that are not a work in and of themselves. Generally speaking, copyrights on characters only apply to the written, drawn, or otherwise tangible incarnations of their existence.

To definitively own the Slender Man character, VS would most likely have to file a trademark for it, which is entirely different from copyright.

So the short answer is no, VS does not own Slender Man. Troy & co. (and all other Slender Man-related creators) are completely within their rights to create what they're creating, unless VS files for an official copyright registration (as recognized by the Library of Congress, which manages copyright registrations in the United States) on the Slender Man and issues legal correspondence that they are in violation of that registration.

Even if VS wanted to copyright the character at this point, his statements in the past that he wants the character to remain in the public domain weaken any cases he would make to copyright it now.

I think CCA was just pointing out the connection or lack thereof to the 20 dollars meme. Or is someone actually raising a stink over copyrights right now?

Since when is Victor Surge interested in sueing anybody? Wasn't his attitude about Big O's spread in popularity the exact opposite of "I want money"?
