That's what I got, leaving out the numbers that didn't fit. If I had used a 0-6 grid I may have got something else, but I don't know how to do them


I think you messed up with the key. Flip the numbers around for PERMANENCE (Example: 42 12 44 41 etc.)

another poorly worded hint... he says "number pairs" but "27 39" doesn't appear in that order in the text (those symbols appear separately). and does he mean specifically that the first digit increments by one while the second increments by two? kind of an obscure relationship to pluck out of the haystack

It is an obscure pattern to mention. If it occurred to me prior to his tweet, I would have thought very little of it.
If there is any significance to it, those number pairs will form two groups.

The +11 intervals: 13, 24, 35, 57, 68, 79 (and the mirrored variants '31' '75')
and the +12 intervals: 03, 27 39; 83, 95 (and mirrored variant 72)


Also, for those new users posting their efforts at overlaying keywords onto a Nihilist cipher, I tried this days ago with the words Permanence, Surveillance, Sees Now, Operator, Jessica, etc. and in their reversed forms. I found nothing. By all means continue to check though (although perhaps you can find a better means of sharing/discussing them with each other)

HEY JUST NOTICED SOMETHING! 13, 24, 35, 57, 68, 79.... In that order the first digits do 1 2 3 5 6 7 and the second digits go 3 4 5 7 8 9

THAT'S GOTTA BE IMPORTANT!

Maybe we're supposed to figure out what the pattern starting from "00" would be, and then we can assign letters from there?
