Still unclear as to whether there is any "code" going on here...

Almost the same pose in both portraits. Although Effie has her hands crossed, whereas Caesar has his arms open. Binary maybe? 1 - 0 perhaps?

I'm sorry, but I think you are just trying to hard because you want to see something. As of right now, I would say Viral not ARG, not a puzzle just movie posters. I mean, It's on Fandango of all places.

The newest image is Katniss standing next to a SUPER uncomfy looking plain wooden chair.

ETA: apparently 5 got released so far {Effie, Caesar, Haymitch, Katniss, and Cinna}, because Bloody-Disgusting has them HERE. I'm obviously not following enough to know where each of these was released to. Also, Johanna got released to moviephone. Beetee is released on the Facebook page & instagram, but not Johanna. Nice to know they are all so sync'd

The empty chairs are slowly getting filled in sort of, I believe each chair will have a "with person" and "without person" photo {ex the katniss chair is the only wooden chair off to the side}. The ones with roses are the contestants, that's kind of a no brainer. Also the wooden chairs are contestants.

Yeah - possibly each districts' tributes will feature together. There's definitely room for Peeta in Katniss's portrait.

I think there is a pattern. The white roses are interesting - especially in reference to what they represent and how they are being held.

I always thought that Johanna Mason was blonde (in the books)...

Both Peeta's and (oddly) Gale's portraits have them holding a white roses in that diagonal-down-to-the-right sort of way.

I can understand Peeta holding the rose, but Gale? Unless, and this is only my theory (spoilers ahoy):

That's where the Gale/ Peeta portraits are. Interesting tho...Gale is in plain clothes while the others are dressed up..

In a way that makes sense, since Gale isn't a contestant, he's a "nobody" - the costumes we are seeing on the contestants are the designer ones... on the other hand, why feature Gale at all?

No, I know, I get that concept, I read the books. But I mean why feature him as a someone in "Capital Couture" - Fancy Capital designed clothing - which he obviously isn't wearing nor would he wear.

8 months isn't too soon for a Viral - possibly too soon for an ARG but meh. FWIW Flynn Lives was actually doing Viral stuff for a couple or a few years. It really depends on what they plan on doing with it all - for now they are doing this whole "sneak peak at costumes while we share the advertising with our sponsors" kind of thing. I'm hoping there will be something more.... But given how the previous camp went I'm just not sure. At least they aren't asking us to FB spam people yet.

Still probably reading too much into it, but another idea...

Maybe the angle that the rose is being held at signifies the hand of a clock? Beetee is 1, Johanna is either 5 or 6, Peeta is 4, Gale is 5, Finnick is 10, and Katniss is 6...

The clock thing kinda makes sense {could still be trying to hard to see something, but we are all grasping at straws so...} - but again, Gale?
