Maybe the artifact was a bomb so powerful that the best case senario was shutting it down and causing another emp wave.

but then what was it that happened when it was activated?.. a discharge would make sense at the end, but why did it happen earlier?

Why did what happen earlier? The original black out? That was the timer to the bomb switching on.

If they survive, maybe they'll be in halo 2. Or maybe they'll die in the initial covenant onslaught...

Uh, yeah. Second that. The mall was apparently the last place in the city to get a flu shot. the line literally went around the length of the mall. The normally unused pay-phones were constantly in use by septuagenarians calling friends to make sure each other had not died yet. (before someone yells at me for being a jerk, that was literally the subject of 3 conversations.) damn elderly and the fear of new wireless technologies.
