I think it's fairly obvious that the full text of the window would be "Department of the Navy - United States of America"

Interesting, there actually is a program known as the "U.S. Navy Marine Mammal Program"

The purpose of the program is to determine the use of marine mammals in different military applications (ship and harbour protection, mine detection and clearance, and equipment recovery). Check it out on wikipedia:

The majority of the research was performed using (you guessed it):

I have copied the Minesweeper puzzle onto a paper grid and "solved" it, but I guess I must be missing something cos I just can't see it...

The image doesn't make the animal itself, it makes words that hint toward which animal is the solution.

Great card to work out - took me back to my university days when I would waste time playing Minesweeper instead of working on assignments! However, I went down the route of looking up U.S. submarine fleets. Bit of a dead end there Rolling Eyes
