From Mofy's gif I just treated the code as a straight alphabet translation - the first row being "A", and so on.

There are 2 grey boxes in the "A" row, 1 in the "I" row, etc. I came up with the letters: AAIKMORRSSTUU, which anagrams to:
AMUKTOR A SIR US,
AMUKTOR AIRS US,
AMUKTOR SARI US, which don't make much sense... or
SIR AMUKTOR USA ?
AMUKTORSARIUS??

Anyway, just thought I would add what I found.

ETA: AMUKTOR USSR IA?
AMUKTOR RUSSIA?

Rus=slavic (mostly eastern slavic)

In Sarah's last message to Arkaham, she spelled Amuktor differently... Amuktar. Maybe it's

AMUKTAR IS OURS....

is it possible that when the doctor recognized his nickname "amuktar" (which, IIRC he said he never saw written down), that what he heard as a child was Al Mukhtar, the chosen one? We saw that connection before, but it just struck me that "chosen one" has meaning for him, possibly...
