Coming back to that something under Eiffel Tower. For me this looks a little like a Soviet Red Star medallion with wreath or something like that. Such 3D stars were often part of decorations at a Soviet trains.

I am sure, ftp.tagruato.jp is just a FTP server of Tagruato.jp (related for Puppet Masters and tagruato webmasters, who upload their contents) - pretty OOG.

I'd advice to stay away from this, since if somebody will get the password to Tagruato.jp, he will be able to change all contents - which will kill the game (and probably all further ARGs).
