Rename to something.html and open in a browser, and we get a picture of a jester in binary.

Binary doesn't appear to give anything useful when converted to ascii, so may be irrelevant.. not sure.

 		What solves?
Guys, it's in Worry's letter to Ian.
Unzip the attachment for 10 text files. The last file convert the file name to xxxxx.html to get a picture.
The others are unknown or if they are even anything yet.

Those seem to be only clues, the solves seem to list street intersections in the cities where the "Stolen A3" posters are posted.
