That text was found inside the SWF that serves at the TEP Foundation's webpage. It was decoded by delusional696, which lead to a site find by Rowan.

I believe it was found using a flash decomplier. It's gotten to the point where PMs now know we reguarly go through the flash files looking for hidden clues. This little bit was great since a: they knew we'd have to find it that way and b: it's keeping in character with the real world (although I do wonder why an AI pet site is making flashes for the TEP. Maybe it's a side job?)

Can you falsify information as easily as that?
I've seen people dismiss pages as potentially ARG-related because of things like creation date...

As far as I know, the creation date cannot be falsified (I checked this with my own domain registrar), which means this is rather weird... it's probably a domain name that has been used for something else in the past?
