Hmm....this could be good, I might acctually follow this, considering Triska is a dead dog and LCP is finished (for now?)

UnFiction certainly is Out-Of-Game. While this means that Puppetmasters cannot use this area as a means to do in-game stuff, such as post messages from in-game characters, games have made reference to these forums within the context of their games before. It is up to the PM team if they want to acknowledge UF or not in their storyline.
(IMHO, however, if someone is trying to create an Alternate Reality game and chooses to link to a forum like UF, which is clearly not a part of the story's realm, then it makes things confusing for their player base. As an example, wouldn't a character be freaked out if they found a forum where people are dissecting every move that the character makes? And wouldn't having a character choose to make clear reference to UF make the player think that they have to take on a role here at UF in order to play the game?)
