ILB Is Now Cannon! (Sorta) Straight from bungie.net:

Nicole was born in the year 2531 in the city of New Legaspi on Mars. At six years of age she was abducted by agents of the Office of Naval Intelligence and conscripted into the Spartan II program. The Spartan II program was the UNSC's highly successful military project to augment and hone perfect soldiers.
SPARTAN-458's unit was preparing for a classified mission on Nassau Station when the ONI stealth ship Apocalypso tumbled into real-space – being carried along in the wake of a freak slipspace anomaly. The anomaly intersected Nassau Station; creating a semi-stable "bubble" in the space/time continuum on its way back to the 21st Century.
For the time being Nicole-458 is trapped in the 21st century; guarding Nassau Station's secrets with all but lethal force (she realizes killing someone in the past could have dire consequences), waiting for the "bubble" to collapse and hopefully returning her to the year 2552.
How can we say all that with a straight face? Shut up is how. How does this explain why she's fighting a schoolgirl in a prehistoric oasis? Silence fool! How does this explain a very cool secret on a Casino-inspired level? Shut your noisehole is how.

That's a good question as to the time frame of Nicole's inclusion.
My guess is that they had been in talks since last year, but hadn't come up with any actual story element for a character yet. Of course, you'd have to ask someone at Bungie to find out.

That's very very cool. I just wish that they would tie in ILB with the official game... Halo III (or the one that follows ). Still it's nice to see that Bungie continues to think about the ILB plot, and that it might in some way influence there work.

I just read this and was all grins; of course, I came straight here afterwards. When DoA 4 drops, I might be willing to shell out the $400 for the system.
edit: OOOKAY, I finished reading Nicole's background, and am loving the Halo-halo joke, ooh, the XBox is calling me now .

well I would like to see them make a whole game based on the misadventures of our path to help Melissa in 2004, our friends from the future in 2552, or maybe even the after math on how Jan or someone's life is going post-ILB. heck, all 3 would be nice oh well. either way i'm souped how they used the apocalypso as a way for nicole to come here.
lol which makes me think. it'd be funny if during ILB we happen to stumble upon a spartan kicking the shit out of some catholic school girl somewhere in cali or something LOL

Oh, man, to see an ILB game? That would be worth the ENTIRE thing. Not that it wasn't worth it at first just...really awesome idea, dude.
Yeah, something tells me we'll at least see some hints to ILB. What would be cools is maybe a Jersey, a Durga, maybe a Sleeping Princess or Pious Flea in Halo 3...maybe an easter egg where if you walk into a room, you see the ILB page on a computer.

in all seriousness though, the only thing ILB related thing we're probably gonna get is that Apocalypso/slip stream reference for Nicole.

What I don't get is according to Bungie staff, "ILB is not canon, at all". I've asked on their official boards and that's what some of the staff replied! I think their lying.
Also, several fans like to say that because Staten said:
"The Bees would not make the cut.
Those guys basically did their own thing with very little Bungie input (save for massaging and approving the initial plot-treatment). While we helped define the boundaries of their fiction, we let them do what they thought best. And I think the game turned out great."
But I think that the fans should remember that Bungie likes to be cryptic. He says that they would not make the cut, but he says that it's because "those guys basically did their own thing." So in all reality, he's saying that the initial plot of ILB is canon, while ILB in general is not. But several fans just don't listen.

I asked Frankie about the canonocity, and he said that ILB didn't break canon at all. Which essentially means that for all intents and purposes, it is canon that Bungie can contradict without concern-a stance Joe Staten also seems to have taken towards the novels(though to a lesser degree).
Personally, I just think Joe Staten is a "hands on" sort of guy when it comes to the Halo story, and doesn't like other people playing with it.
