This is most definitely not Vigenere. Vigenere does not use numbers. It looks to be base64, so maybe it's double-encoded.
Note how he says he received it in the form of a letter. Double meaning?

Yeah, I did base, then I think it's vigenere

Was there anything else found with the letter, or can we see a scan of it? If someone was trying to corrospond with narrator9, then they would have had to hidden a key so it could be read.

Oopse, sorry I didn't mention this before
Narrator said they he sent the letter for tests, but he doubted that they'd find anything. He also said that the letter was just on plain white paper

Yes, I mentioned that, I said it's most probably vinegere, but I can't think of a key...
And I should let you guys know, I'll be taking about a 2 week leave of absense, I'm going to do some traveling. I'm leaving thursday for Ottawa, I'll get back monday and I'll probably have some time to catch up before I leave again that thursday for Europe, I'll try to get back on after that (maybe I'll find a few minutes during the trip)
