voluerunt is perfect active tense, 3rd person plural of velle, To Wish, thus "They have wished"
Hoc translates to This. With no antecedent, we can assume a neuter gender. That means its nominative, ablative, or accusative case. Im guessing ablative (edit: I meant accusative here), and this is functioning as a direct object. So, we get:
They have wished (for) this.
Of course, the PMs have shown a lack of extensive Latin knowledge already, so take it as you will.

SPEC:
There was mention of a police report on the accident at the press conference, and it was said it will be made availiable when it is official. I think we need to look for any mention of tire/skid marks at the scene. Maybe it's just from watching too much CSI but I'm thinking you should be able to determine the type of tire that left the mark....the tred and rubber must be tracable to a specific modle and brand....and we may be led to a vehicle using EuroTire brand tires......

Seriously, though, I don't think it'll be a problem. The brothers don't even know who I am, so I doubt they'll be too pissed. If they've paid off the government, the worst that could happen is that we don't get any information, which is what I'm expecting anyway...

I just wonder if it makes more sense to SEE the report, and see if it looks like it's been edited to have mention of the tires removed....

good spec I missed the genesis of it, but I like that someone suggested that we know the name of Eurotire not for its website, but so that it can be linked to the accident site tire marks.
