I just played the BBC's 'interactive' photo upload mission game thing on their [Spooks] Code 9 website and my agent took a photo of a bit of paper w/ this url on it.

Well I've just shot off an email to both... Not sure how long it'll take to come back not working but it hasn't yet.

Hmmm. I got a can't deliver reply almost immediately. Maybe I'll send it again.
Perhaps the PMs didn't expect us to get the emails so quickly. I've got a freeze button on my TV so I was able to freeze frame the email addresses and shoot off emails even before the program was over!

As far as I'm aware, this is not an ARG; it's an extended reality, getting people to take part, think about the issues, role play as though you were in that world.
It's part of the multi-platform thing of the BBC, with stories playing out over more than just the TV, so the libertynews site is something you read in conjunction with the TV programme (the Twitter feed notifies you when there's a new story).

Sorry to say that's just a one-off 'interactive' game which is advertised on the site and on the commercials after the show itself.
And I don't think the news is being 'supressed' although we're definitely getting a different story to what we know happened because they dont want to compromise the FO's of MI5. I just think August 2008 is June 2013 in their timeline - Although the paper says August 2013 now?
Also the radiation map thing has been replaced with a sort of 'what would you buy and how would you survive another nuclear bomb?' game

This weeks Private Eye talks about code 9 in the Media section it's quite interseting (paraphrased)

Interestingly, the dateline on Liberty News has now wound back from 19 August 2013 to 11 June 2013, so maybe just a production hiccup?

Although any attempts to find a website pertaining to the group have been to no avail.
