It is a columnar transposition (Just add a carriage return every 8 letters and read top to bottom.

"em field overload" my guess would be that that's "electromagnetic field overload" so they accidentally overloaded the electromagnetic field over a 14 sq mi area. And now they've tried twice but can't leave? Maybe they mean that they've tried twice to wormhole, or "bridge" as they seem to be calling it, out of there but can't because of the overload.
So, do we tell this to Daniel now or wait to see if he gives us more to make more out of it?
