Not sure if im running down the wrong path but I have made something very legible out of the times + tone numbers by assuming the static is the beginning of the message. Thus: 25271339

:07 = 9
:06 = 3
:05 = 3
:04 = 1
:03 = 7
:02 = 2
:01 = 5
:00 = 2
=(7963534137221502)> 7 9 6 3 5 3 4 13 7 22 15 02> gifcecdmgvob

when split into three letter stanzas

gif
cec
dmg
vob

all very widely used file types. (.gif, .cec, .dmg, .vob)

I see a lot of new questions covering old ground since my last visit, so if I may I'll link up answer or references to these questions just to get everyone on the same page -- lest we keep covering old ground rather than discovering new territory:

Some wise person here answered this question, but my searches to find it on the forum yielded no results. At any rate, a .DAT extension means the file contains arbitrary data not associated with any specific program or app to open it. So when opened, it can be a wide variety of file formats — not only video or image.

Since some of this sounds sort of "underwatery" to me...I did a little research on unexplained ocean sounds (I remembered being scared of the Bloop...OMG Cthulhu!) and found this. It certainly originates from the right time period...

I honestly think right now, with what we have, DTMF tones is the best guess. I'm thinking that a keypad will show up somewhere, and we'll have to enter the password (often times these end with #, and someone noted that this series ends with #). Either that, or we'll be given a phone number at one point, and have to enter a password to get through to a recorded message of some sort.

Overall, I think that the sound is what it is: a series of tones. Trying to find some sort of voice or hidden meaning in it is pretty fruitless at this point. We need to find somewhere to USE the sound file, but I don't think we have a place available yet. Perhaps they've started sending back Rocket Poppeteers things, and the sound file is used in conjunction with the reply.

I asked a musician friend of mine who also digs puzzles (I'm trying to enlist him here) about this tonal clue, and here's what he sent back to me after he reviewed the four variations on the sound file. He came up with some slight changes on results (notes) people mentioned earlier — presented unedited in case he provides another applicable clue:

but assuming my guitar is simply out of tune a bit (let's say a half step sharp) these notes would be:
C, F, C, G, B, D, D, G# (or Ab)
 
assuming this is in the key of C the scale steps would be: 1,4,1,5,7*,2,2,6
the "7" is the 7th note of the scale, but in this case it is "below" the root. so using numbers, it "may" be considered a zero making it 1,4,1,5,0,2,2,6
 
this is not a pure major scale, though. the last note (last audible one anyway) is an "accidental" (i.e. it does not fit into the do-ra-me song nicely)
so it is possible that these should be split into a "chromatic" scale as opposed to the "common" major scale counts.
while the common scale has 8 notes (actually 7 with an octave of the root), there are actually 12 notes in a chromatic scale (all notes in between the octave including sharps and flats... or all white and black keys before repeating the root)
 
in that case, the numbers would be (still starting on C as the root):
1,6,1,8,12*(or 0),3,3,9
 
if you're looking at phone numbers, i would assume you'd rule out the 12 and favor the 0
if it is a phone number, the 1 may signify that long distance is required. just provide the area code for area 51 (or nevada somewhere) which i think is 702
 
so the options are: [Lookup results by me]
1 (702) 415-7226 (LV cell phone)
1 (702) 415-0226 (LV cell phone)
1 (702) 618-0339 (no listing)
 
if you want to play around with notes, here is the chromatic scale (starting with C:
1 C
2 C# (Db)
3 D
4 D# (Eb)
5 E
6 F
7 F# (Gb)
8 G
9 G# (Ab)
10 A
11 A# (Bb)
12 B
 
the C scale (major scale) is simply all the notes between C and C without sharps or flats: CDEFGAB... and the C again
 
FYI: the noise at the end is simply to low for me to identify as a pure note (but as i said earlier, this may actually be a pattern to be applied to a tone-key-pad of some kind and that tone may either be one of the options, or an enter key... or just a cool sound to end the clip).

Ok, I no longer think these are DTMF tones.

I found and downloaded a DTMF detector program:

Then I tested it by having it read a DTMF "1" file I found on the web (DTMF1.wav), and it very cleanly said that was a 1.

Then I converted the expcnv.mp3 file to a wav file using iTunes (and checked that it sounded the same), and then ran it through this program, and it couldn't read the tones cleanly at all.

I tried the sped up and backwards ones also. No dice.

I think RasGold's on the right track. It's an IP address or the notes are a URL.
Tried the numbers as: 161.81.33.8 and it's registered to a Boulder, CO company named ExaByte. But the registration date is '92.
161.8.133.8 and 161.8.13.38 are registered in Russia.
16.18.133.8 and 16.18.13.38 are registered to HP in the same location as RasGold identified.
