[TCJ][SPEC] OverWatch Backstory
With some meta on how we've played the game.

[Meta] OverWatch weaves fictional elements such as OIS with real elements, such as 2006 theft in Belgium. The game itself is a series of interactions between us, the credulous newcomers, and characters who, because of their occupations, are naturally suspicious of strangers. Part of the game is an examination of how people share information and build trust. This means that frequently characters will initially only talk with one UnFiction player.

This means that not only do we have to build trust with the in-game characters, but the players have to trust each other to share information. Currently, we are all working together on the same side, so players should also communicate with in-game characters only in ways that further the interests of their fellow players.

This game is not linear. Our actions affect the storyline. The game may change, and we may end up having to choose sides. And we may disagree about which side to choose...we'll figure that out if and when we get there.

We're in a holding pattern right now. We solved the most recent puzzle, have pursued the leads, and are waiting for some in-game characters to respond. It's a good time to familiarize yourself with the story and figure out if you're interested.

Point 1: Trailhead. RoyalThames's Twittering provides the new trailhead. He provided links and summary of the story to date. If anyone wants a recap of the work we did to get here, it is at coffeebean36.wordpress.com

Point 2: Meta. This game is much more like interactive fiction than a linear puzzle solving game. To date we have treated it like all the characters share our interests and will provide us with whatever information we need to move ahead. This is clearly not the case. (cf. John Green plainly being an antagonist; Germain dropping out of the game due to ideological conflict with us.)

Therefore we will adopt roles for ourselves. Coffee, Surf, and me decided that we now represent a private investigating agency: UnderwatchPI. We discussed our talents: Zizka seems most like a jack of all trades and willing to communicate with IG characters; Surf has a lot of technical expertise, especially with ciphers, also willing to communicate with characters; Coffee is good at minding the details and record-keeping...if she's following this; I seem to have a head for Search and keeping track of the broader story.

We'll consult with each other before choosing any big actions, unless there is some sort of obvious immediacy.

Point 3: Following the newest leads. Surf called Mike, left a message with the reference number and an email to reach us. Any email that is sent there is automatically forwarded to coffee. Surf has also set the address to notify him via text message of new mail. He will notify us via twitter so we can check the inbox.

I expect Mike to reply to us with something like "who the hell are you? how did you get this number? etc." Depending on the tone we'll have to figure out what to say. Probably something along the lines of us being PIs tracking a missing person, AP, at the behest of one of his SXSW acquaintances. AP is now dead, we suspect foul play, but do not think Mike did it. We would like Mike to provide us with any relevant information to help our investigation. The most obvious things are to have him lead us to Matius Wolf (short-term), and maybe Elena Saarinen (long-term). Since he's just muscle, there is only a slim chance he knows much about the big picture.

We would love to have some new players...we've reached kind of a milestone and want some additional brains for -storming. Any of us can answer your questions about what's already happened. All y'all are welcome to jump right in.


Additionally, we have created an in-game collaborative project site. Access requires a username or password. As of now, the four members of UnderWatch are admins, PM or contact them via IM program to have an account created.

We intend to allow in-game characters in on an as-needed basis. This means information posted there is confined only to those who have access. The forums will be our place for discussion safe from the PMs. The GroupHub will be for secure, in-game communications. This will make it easier to contact the characters.

This is much better than the blog option we've used in the past where one person was responsible for maintaining summaries. It allows real-time chat, forum, and wiki functions.

[SPEC] Osprey Collateral Files
Osprey Collateral Files

OverWatch originally began as an investigation into one United States Office of Internal Security (OIS) program, Project Osprey, but likely encompasses a number of different conspiracies, mostly having to do with Human Intelligence (HUMINT) and electronic surveillance.

In September 2005, the OIS greenlit Osprey with personnel to be drawn only from OIS, Department of Defense, and Department of Homeland Security.

In October 2005 OIS chose from two final candidates, David Waters an active GS-11, probably with DHS, and Julian Thalberg, an active Army Major with a Social Security Number identifying him as born in New Mexico, living in London at the time. OIS recalled him to the States. We initially presumed JTmay have been dating someone in London.

In December 2005, OIS Assistant Deputy Director of operations Claudia Reece (CR) became JT's handler. She arranged a dishonorable discharge and operational seed money. Documentation indicated that the project required field testing of new equipment. CR wanted JT back in London ASAP. JT tried to arrange another date with Elena Saarinen in London. But she was returned to University for a research project, probably in her home country, Finland. Alternatively, he could be searching for Fractal/Promis, something found in our subsequent investigation, and she's his best lead.

In February 2007, CR directed William Keenan, Deputy Director of Operations and CR's supervisor, to look at an art heist in Belgium. Initial speculation is that JT conducted the theft to provide funds for operations in London. We have been unable to locate the gallery, nor have we identified the art critic on OIS's payroll. Subsequent information seemed to indicate that the theft might be part of plans to infiltrate a group of international art thieves and smugglers headed by someone named Cornell. Art stolen from a museum seemed pretty mild for someone to say a project had gone over the line.

On 2/1/07, OIS surgically implanted JT with a microphone able to broadcast continuously for five years. We speculated that this meant agents
could remain undercover for longer by reducing the need for additional contact with handlers. Agents would broadcast any conversations they had with targets and be able to talk to engage in undetected one-way communication with handlers. This meant that Osprey clearly has a human intelligence component.

The mic was tested on 2/5/07.

On 2/10/07, the mic recorded JT driving to the FBI Academy in Quantico, VA. We do not know why. He could have been infiltrating it as a spy, or he could have gone for additional training.

Our Investigation (Until 1st Milestone)
Where we went, what we found, conclusions, & speculation

We became aware of Project Osprey on 6/5/07, when Jeff Pike (JP), a Department of Interior employee, posted some recorded phone calls on YouTube. Someone from the United States Office of Internal Security tried to get in touch with Allen Portman (AP), a reporter he in 2006 at South By Southwest in Austin, TX. The OIS employee posted documentation of Project Osprey, an espionage program active in the US, to the Web. He wanted AP's help investigating Osprey because it had "gone over the line." However, AP had moved. JP lived in the apartment and received the phone calls.

We followed the clues the OIS employee left for AP. They first led us to tradecraftjournal.com. Exploring that now defunct site gave us access to the leaked Osprey files and contact with John Green (JG), a former OIS employee and the former operator of TCJ. At the time, we figured JG was our best lead to learn more about Osprey. JG sent vaguely hostile emails in response to our inquiries. He tried to scare those who contacted him by showing he could dig up personal details, including the name of one of our team's high school principal. He said he knew nothing about Osprey. We cut off contact with JG because, at that point, he was clearly working against us.

We still had access to the Osprey files. Half of them had already been posted by 6/5/07. The rest were sporadically added through mid-October 2007. We waited for contact with our source.

He phoned JP looking for AP again on 6/24/07. He provided clues leading to a blog, KMQ SUnglasses where he posted as T. Petal.

On 6/28/07 JP wrote to say that someone had broken into his apartment. He referred to the Ft. Marcy Park incident, which is when Vince Foster, White House Deputy Council to President Clinton, who worked with Hillary Clinton at the Rose Law Firm. He supposedly committed suicide in Ft. Marcy Park, where his body was found.

Needless to say, JP began to fear for his life.

On 6/25/07 JG contacted CR. She already knew about the leak and took steps to seal it. JG contracted with OIS to find AP. We were given access to this information within 4 days of it happening. A remarkably quick turn-around. Our source has good resources. Good thing we cut off contact with JG.

We reached TPetal via SKYPE on 7/1/07. We convinced him to trust us. TPetal said AP had information that would help. AP wrote for a newspaper, but TPetal could not remember the name, only some clues that would help us find it.

We figured out that the newspaper was located at Heaven Is A Secret. We contacted the editor, Karla, looking for AP. She said he really only had contact with her co-editor, Pete, who was on assignment. She needed some proof that our request was above board, so we had to wait for TPetal to provide us with the name and description of a girl, Karianne, that AP talked about endlessly whenever he got drunk. He told us not to involve Karla after Pete contacted us. We also learned that AP was hunting an overarching conspiracy called Fractal that links everything together. The name "Fractal" seemed to imply that the project had smaller subcomponents similar to the whole but smaller in scope. A Grand Unified Theory of Espionage, if you will. He said it tied to Foster, which would be the apparent suicide at Ft. Marcy Park. T.Petal also agreed to provide a timeline for the collateral files.

T. Petal informed us on 7/13/07 that JPike died 6/29/07. He also wrote that AP was "on the fringe," so if Pete published something from AP, then Pete had to be out there, too. He also cautioned us to go slowly with Pete so that we could build trust.

Pete replied on 7/14/07. He laid the groundwork for future communications and requested our information on AP, which we provided.

T.Petal, due to security concerns, shifted his location to LibraryThing and took a series of new names, T. Thorn, T. Calyx, and Master Samgrass. The rapid name changes confused us quite a bit, and he eventually chose to go to Twitter, which is the new trailhead, for all intents and purposes.

Investigation Continued
Milestone 1 through Milestone 2

Pete provided us with the site used to communicate with his associates.

The passwords to the encrypted posts originally followed a pattern of day of the week (1=Monday), date,
first three letters of the country in the post's title, and the month. The password format has since changed, but 217ind7 still works on the 7/17/07 post. Pete also provided us with an enciphered letter from AP. The letter revealed that AP was on to Fractal's trail. That program would bring about the end of due process by making electronic surveillance all-intrusive. The foundation for the conspiracy was software called Promis, which is a database management system used by the DoJ and other government agencies. It has a sordid past of theft, intrigue, and supposed murder.

The Promis story had ties to Hanssen acting as a double-agent for the USSR while he was at the FBI. He sold the [/b]Promis[/b] software to the USSR. The relevant connection: what if OIS is slipping moles into other parts of the government? JT would not have to communicate directly with handlers or use drop sites because they were already getting a direct audio feed.

Pete referred to himself as Germain, the name of an 18th century Count who was involved in alchemy, mysticism, and masonic lore. Pete replied to our emails with a Latin phrase taken from the Fama Fraternatis, which is supposed to be the establishing document for Rosicrucianism.

Rosicrucian history seems to play out similar to the Promis story. There were ties to alchemy and a complete rethinking of Christian theology, the metaphysics of the Universe, truth, etc. ad nauseam. Original proponents of a Unified Theory of Everything. That sounds kind of like how Promis is purported to be perverted: a utility for holistic intelligence analysis. Rosicrucianism is supposedly Protestant in origin. The comparison would be that the status quo is the Catholic version of intelligence and Promis, etc are the counter.

Pete could have meant the comparison ironically because Rosicrucianism is more humanistic than the Catholic dogma of its time, you'd think it would have a favorable impression. Pete doesn't strike us as a fan of orthodoxy.

Pete informed us on 7/17/07 that AP was found dead in Casper, Wyoming. (Kind of fitting since Casper was a ghost, which are known as spooks; spies are spooks. There is also a Spook, Wyoming which houses a Department of Energy dumping site.)

He had associates on the ground in Casper investigating. They communicated their findings back to him (pw: 217ind7; still active).

AP died 7/14/07. Ruled a suicide by strangulation. He had lived in the campsite for a month.

7/17/07, TThorn (aka TPetal) posted that he had another letter from AP. However, we could not figure out a way to get it from him.

On 7/18/07 Heaven is a Secret updated with notice of AP's death. Included misinformation that an uncle in France survives him. AP's only relative is an aunt in New Mexico.

Pete's associates updated their 7/17/07 post. They gained access to AP's possessions. They included maps/guides to Finland (Hyvinkaa), Alberta (Calgary), and Washington D.C., as well as several lucky charms, a torn business card with numbers and Finnish words, and reporter's tools.

7/19/07 Bombay post Update: Pete's associates spotted a scout. CT1: 5'10, black hair, brown eyes, dark skin, right-handed, 30y/o. We speculated this could be JT, but Pete's associate compared to the picture from the collateral files and said it was not him. Nor was it David Waters, the other final candidate for Osprey. Hard to say if it was a freelancer or government agent.

Pete became suspicious of our interests in the matter. We replied with a precis of our motives and abilities.

7/20/07 Bombay post update: CT1 driving a 2004 Nissan Armada, black, good electronics, with Illinois plates.

Another CT appeared in town with bogus press credentials; 6', 175, salt and pepper hair, medium skin, right-handed, early 40s. Driving a blue/gray H3. Pete's associate trailed him back to a hotel. We believed this was JG.

Pete replied with his own summary of intents and abilities. He seemed the radical, revolutionary libertarian sort. We agreed to form a temporary alliance because he offered something we do not have: trained field agents. We had some qualms about his ideological bent, however. He sounded like an extremist.

Pete gave us more information after we agreed to help.

7/21/07 Bombay post update: Pete's associate found and tossed AP's camper. Found the rest of the business card. He saw an opportunity to snatch either CT1 or his laptop. We advised he snatch the laptop due to the high risk in trying to solo capture CT1. After a long silence we found out he got the laptop, but were given no more information.

Pete also supplied us with a cipher from AP. AP had not had a chance to do more than remove punctuation and spacing from the cleartext. It indicated that he was ready to leave Casper. Fractal was being run by a foreign agent, not the US, but he did not know if it was government or private. He went overseas to find out about it, which likely means that it is based in Finland. AP sought protection and was given a lead on someone called Mike the Poet (MtP; raju
runoilija
, from the business card, means tumultuous poet). He had not contracted with MtP poet at the time of his death.

AP believed Fractal to be widespread and undetectable, but definitely not an OIS project. This means that whoever is running it is a potential ally. The cipher also clued us in to the fact that AP made a WordPress site. The digits included in the letter were some kind of cipher to help us find the name, but we could not immediately figure out the site's name.

On 7/22/07 Master.Samgrass left Message 5 in the LibraryThing thread, cluing us in to T.Petal taking a new name, RoyalThames, at Twitter.

On 7/23/07 Pete contacted us to say they had snatched the laptop, but thought it was broadcasting so he jammed it. But that also jammed his comms.

On 7/24/07 Pete updated us that his associate had checked in via landline. No pursuit. He also tested a new secure site for more communal collaboration.

We spent most of the next two months puzzling our way through the last cipher Pete gave us. Brutal. RoyalThames (aka TPetal; RT from now on), gave us some help that was no help for the longest time. Thinking in Finnish was vicious (apparently AP rapidly absorbed languages from places he visited; we did not). That was slow going but for some early meta-fireworks.

On 7/26/07 Pete opened up the collaborative site, Crew127 (no longer exists) and gave our team members logins. UnderWatch could not agree on how to use this, had a metaphysical poop-fit, and our philosophical differences with Pete caused him to pull the site.

[Meta: This whole episode created quite a stir out of game, as some of us called into question the PMs' motives and procedures. There was a rant on the production blog, since deleted, about how the game was, indeed, created only for a handful of people to play. That flew in the face of the UF ethos. We figured out a work-around, but before we could adapt, the Crew127 site was pulled.]

Investigation Continued
Milestone 2 through Present

7/27/07, Pete updated his blog. Apparently, he did not just stop at pulling Crew127, but ended our entire collaboration. All passwords but one were altered. We have not cracked them, yet.

A week passed with neither progress on the cipher nor contact from anyone. RT eventually popped up in mid-August to provide us with some hints. He confirmed for us that the cipher words would definitely be Finnish, and that we would be looking for a WordPress site. We still could not figure out which of the possible solutions formed Finnish words, let alone whether the site would be the Finnish words or their English translations. We also got confused when he mentioned Polish. He likes red herrings, apparently.

We had a huge breakthrough on 9/10/07. We found AP's site. Of course it was pass-protected. @#$@#. Things seemed hopeless again.

The creator of the password was dead. The guy who knew him best, Pete, had taken his ball and gone home. RT, who was briefly acquainted with him, was maintaining radio silence. For all we knew, OIS had found and killed him.

Nevertheless, we left messages for Pete and RT. One of Pete's associates replied that they shut down their operations. He also confirmed that CT2 was JG.

On 9/17/07 RT returned to express his surprise and congratulations. He offered what hints he could about AP's personality so that we could crack the password.

On 10/10/07 we had our last breakthrough. We cracked the password. Turns out those lucky charms really mattered to AP. The archer toy was symbolic of a game he used to play with Karianne; she was always the archer. Translating archer to Finnish (jousimies) unlocked the post.

AP left a to do list, along with some progress notes. We think there may be a hidden message inside the to do list, but have not discovered it. In his notes, AP mentioned several contacts he was looking into:

-Steven, who we know nothing about;

-Matius Wolf, who was supposed to have a SKYPE account but does not, he was AP's Finnish contact, supposedly a Lothario, provided the referral for a security contract with MtP;

-Cathy, some woman in LA who was dating a councilman (we get the idea that AP is a lonely man looking for female company)

-MtPoet, who AP contacted via phone dead-drop, received email, but had not arranged a contract; the number on the business card was a referral number from Matius for security; AP wanted to ask for Pete's opinion on MtP.

Additional info:
-The organization running Fractal/Promis are "privateers," not government. We assume they are Finnish (everything else is, why not them, too?). If they are private, that means they are potential allies. It also means Fractal/Promis are not directly tied to Osprey. Osprey may have been trying to infiltrate them. Hard to say which side is the good one in that fight.

-Someone called "Tall Guy" in Oregon mentioned a draft executive order to review conditions of martial law. AP did not get a citation and was of the opinion it was a New World Order conspiracy. Tall Guy also mentioned 'Exigent Tribunal.' AP did not know what that was. (Exigent tribunals are a kind of court order; in the context of martial law it could apply to AP's earlier theory about the end of due process.)

-AP reiterated his need to reach Pete. AP mentioned "ultra-libertarians," it's unclear whether he meant Pete or Matius. He called them "intense" and said they make him nervous. If he meant Pete, then that confirms our suspicions about his personality.

And in a bit of foreboding, AP's last words: "I wonder if I've covered my tracks well enough."

We tried to contact MtP via the dead-drop, leaving our email address underwatchpiSPLATgmail.com and the referral number Matius gave AP. No word back. We also informed Pete, Karla, and RT that we had access to the contents of the post. No response.

Worse yet, RT chose an inconvenient moment to listen to us about the limited utility and poor security of Twitter. He has disappeared and left some exceedingly vague clues about finding him. We have no idea where he has gone.

Before going RT did us the "favor" of completely blowing JT's cover, posting all of his information in the clear with the hope of ending his part in Osprey. RT seems to be cracking at the seams since he feels responsible for AP's death; we imagine he is also under a lot of pressure at OIS given that they are on his trail.

RT or one of his sources updated the collateral files with a phone conversation between JT and CR. CR informed JT of the leak in OIS, limited to only his assignment, shut down the program, and provided a new assignment for JT. We know the conversation took place in Tampa, but we have no information about when it occurred. It could have been before CR's 6/25/07 conversation with JG. Or it may have been a response to RT's posts on Twitter.

The conversation also revealed the purpose of JT's involvement in Osprey: to surveil someone named Cornell, and possibly infiltrate his organization. The gallery was supposed to be the safe house for JT's organization in London, but he is supposed to avoid using it so that OIS can lay the groundwork for someone else to take his place (possibly David Waters, the other final candidate).

JT's new assignment is to hunt down RoyalThames. And possibly us.

RT's silence does not bode well. This is a problem. He is our last lead.

MtP is probably at best just hired muscle who does not know much. Maybe he could put us in touch with Matius, who seemed to be AP's main contact.

It looks like our clues point to finding out why AP went to Finland and what he found there. Longer range, we probably need to find JT and maybe Elena Saarinen.

We are waiting to hear from our contacts.

With UnderWatch's Highly Accurate (read: biased) Judgments

Jeff Pike (JP): Department of Interior employee. Lived in Allan Portman's old apartment. Received T. Petal's phone calls and posted them to YouTube. Dead as a result.

Allan Portman (AP): Polymath freelance reporter. Primary interest seemed to be covert government ops. Stumbled on Osprey and Fractal, two intelligence programs that seem to go against citizens' interests; one US government, one foreign and private. Now dead.

John Green (JG): former employee of OIS. Probably had something to do with JP's death. Truly distasteful to work with. The backstory makes out like he's the bad guy. He was the most hostile towards us. But the fact that Pete's people say he was a late arrival in Casper, WY makes us wonder. That seems to indicate he didn't kill AP. Perhaps a pipeline for us back to OIS if we ever need to go that route.

Petal/Thorn/RoyalThames: don't really know the motive for involvement. Unaffiliated with any group but an OIS(?) employee. Sought out A{ to try and share information about Osprey/Fractal. Least likely to have conflicts with our own interests.

Pete (associates: JJ and Tristan): Don't know much about their ulterior motives (AP called them ultra-libertarian). Certainly anti-government, and they've got some interesting training and resources available. Definitely seemed like they were concerned with more than just a government program run amok. Perhaps true revolutionaries. They were a nice source of info and set of allies while it lasted, but they made us a little uncomfortable.

Julian Thalberg (JT): OIS's Osprey recruit. We don't really know what the program's objectives are, so we don't really know his role. Seems to have been implanted with a subdermal listening device. Possibly inserted into Quantico (?) as a mole. We'll probably be tracking him down. "Why" and "What do we do once we find him" aren't at all clear. He's been reassigned to hunt us and RoyalThames. He was probably tracking Promis/Fractal and someone named Cornell, possibly a smuggler.

Elena Saarinen: JT's possible love interest. Or maybe a lead on Fractal/Promis. Does research at a university, probably in Finland. No fresh leads.

David Waters: another OIS recruit. No other information; investigation continues.

Mike the Poet/raju runoilija (MtP): muscle referred to AP for contracting. Probably in Finland. Unconfirmed. Mentioned in the post at Autumn Cafe. Tied to Matius Wolf somehow. Probably doesn't know about Fractal or Osprey.

Matius Wolf: AP's contact. A "Lothario". Weird sense of humor (named muscle "the poet"). Out of touch. No leads.

Tall Guy: an AP contact in Oregon. Concerned with a New World Order conspiracy and something called "exigent tribunal".

Steve: An AP contact. No other information; investigation continues (without additional leads).

Cathy: An AP contact? His new love interest? Used to date an LA councilman. No other information; investigation continues (without additional leads).
